About me
Teresa Mendoza-Casby serves as the Dual Language Program Supervisor at the Washington State Office of Superintendent of Public Instruction (OSPI).
Educated in Mexico and holding advanced degrees from U.S. institutions, Teresa brings over 20 years of experience in education, teaching dual-language and bilingual courses across K–12 and higher-education settings. She also serves as an adjunct instructor at Yakima Valley College, where she teaches early learning courses.
Teresa’s work is grounded in a deep commitment to equity, inclusion, and multilingual learner success. She draws on her lived experience as a multilingual parent and as the mother of a son with Down syndrome to advocate for families navigating both language development and special education systems.
She specializes in dual-language program development and Spanish-language instruction and leads several statewide initiatives, including the Multilingual Family Advisory Committee and the Dual Language Central/Eastern Network. Teresa’s mission is to share her expertise, elevate family voice, and create meaningful, sustainable change for multilingual learners and their communities across Washington State.
